Providing Goods and Services
We follow the main principle of utilising combined common contract areas within the Crown Commercial Service (CCS) as directed by the Efficiency and Reform Group within the Cabinet Office and practiced by our parent department Defra and its associated executive agencies.
When a procurement opportunity arises, we follow, where appropriate, a hierarchy of supplier contracting:
- If a Crown Commercial Service contract exists then we will use this method of sourcing a supplier, taking advantage of the increased savings to be made through aggregated commercial procurement arrangements for core common goods and services.
- If no CCS contract exists it is preferred to combine our spending power with other executive agencies as members of a collaborative framework group.
- If the above options are not available, we will then conduct a tender exercise.

- Track & Respond – Suppliers can access live opportunities, submit bids, and track procurement progress in one place.

Sustainable Procurement
As of April 2025, the United Kingdom has implemented significant reforms to its public procurement policies to enhance sustainability and social value. The Procurement Act 2023, which came into force on February 24, 2025, introduces a more transparent and flexible procurement system aimed at delivering better value for money and promoting broader societal benefits.

Small and Medium size Enterprises (SMEs)
Procurement Act 2023 introduces measures to support SMEs, such as streamlining procurement processes and removing bureaucratic barriers, making it easier for smaller businesses to compete for public contracts.
Prompt Payment Policy
Under the Procurement Act 2023 (PA2023), the prompt payment policies are designed to benefit all suppliers, including small and medium-sized enterprises (SMEs). The Act mandates 30-day payment terms for all public sector contracts, ensuring that SMEs, along with other suppliers and their subcontractors, receive timely payments.
These policies aim to ensure that SMEs benefit from prompt payment provisions throughout the supply chain.
